About the stages of the Initiative city work
The CCAC Municipal Solid Waste initiative work is divided into four stages. Each stage prepares the city for the subsequent stage. Stage 1 (City Assessment) and Stage 2 (Action Plan), prepares cities for Stage 3, development of a Work Plan. The work plans advance the cities towards Stage 4, Implementation and Business Plan.
Stage 1 is the completion of a city assessment. The city assessments allow for collecting necessary waste-related data and developing a strategic course of action (Stage 2: Action Plan) for reducing SLCP emissions from waste management in a given city. Based on waste data gathered through the MSWI city assessment or other assessment tool and the strategic course of action, cities develop a work plan (Stage 3) of appropriate projects that will lead to reduced SLCP emissions from the municipal solid waste sector.
In Stage 4, cities will focus on how to implement the projects that were identified within their work plans (Stage 3), by planning the launch of projects, designing the project elements, and developing a business plan (required funding, etc.). Stage 4 will consider policy/legal frameworks, appropriate technologies, institutional capacity building for project operations and management, and identify sustainable funding sources (internal or external). Other considerations include outreach activities to enhance public awareness and political buy-in, training of responsible personnel to build technical capacity to operate and maintain technologies, and joint workshops with partners and stakeholders to identify each actor’s roles of implementing policies and projects.
