Training of Trainer’s Handbook: Strategic Waste Management Planning

The Climate and Clean Air Coalition and the Swedish Environmental Protection Agency funded the “Training of Trainers” program to scale up the number of cities that can undertake waste management actions to reduce significantly short-lived climate pollutants from the waste sector, methane and black carbon. This objective is part of the goals of the Coalition’s Initiative “Mitigating SLCPs from the Municipal Solid Waste (MSW) Sector”. The Initiative supported the Swedish EPA to implement the Program due to its strong presence and close relationships with the national government of Chile, target country of the Coalition, and its cities.

The Handbook

The Training of Trainers program is a course in developing Strategic Waste Management Plans and train the participants to train colleagues in developing Strategic Waste Management Plans. The Training of Trainers program design is based on the guide “Guidelines for preparing Strategic Waste Management Plans for Chile”. The training course consists of interactive meetings for the participants with presentations from the experts, working sessions in smaller groups and homework for the participants. Practical training is also used to develop the participants as professional trainers and making presentations is included.

This handbook is prepared to be a tool guiding the trainers that have participated in the Trainers of Trainers program by presenting and describing experiences from Waste Management Planning in the City of Stockholm. There are also a number of Power Point presentations that should be used together with the handbook. The handbook is based on the document “Guidelines for preparing Strategic Waste Management Plans in Chile”. The way of structure and technique to use when developing a Strategic Waste Management Plan is described in Appendix 1 “Methodical guidance for Strategic Waste Management Planning”. The guidance also contains presentations and background information on Communication and Stakeholder etc. The handbook can also be used as a guide for responsible waste management administrative officers when developing the Strategic Waste Management Plan in their municipality.

The Appendices

The appendices are background experiences to the presentations used during the Training of Trainers program, the documents used in the training course and example from the City of Stockholm.  There is also a guide on how to use the Strategic Waste Management Plan in the municipality, the document “Methodical Guide for Strategic Waste Management Plan”. The appendices can be used separately by the trainers as documents together with the presentations on how presentations can be made when training colleagues.
